HOUSEHOLD EFFECTS OFFICE [http://www.guam.navy.mil/housing.htm] Household Effects office is operated by the Fleet and Industrial Supply Center at COMNAVMARIANAS. This office makes arrangements for the arrival and departure of household goods and shipment of privately-owned vehicles. The phone number for household goods is 333-2045/2049 and for POVs is 339-2205 [if you were moving to Guam] Documenting and reporting loss and/or damage [http://www.spacecom.af.mil/jppso/outbound.htm] Knowing what to do when your personal property is delivered will help you receive compensation for any damage to or missing items you discover. At the time of delivery, the carrier will give you five copies of a two-sided pink DD Form 1840/1840R (Notice of Loss or Damage). All damage and/or loss plus estimated dollar amount of loss and/or damage you notice at delivery should be identified on the front side of the DD From 1840 by inventory number, name of item, and type/extent of damage or loss. The carrier will give you three of the five copies of the completed form which you and the carrier and sign. As soon as possible, but not later than 70 calendar days after delivery, you must examine every item in your shipment and record any additional damage or loss which was not noted at time of delivery on the reverse side of the form (DD Form 1840R) by inventory number, name of item, and type/extent of damage or loss. You must delivery those three copies of the completed form to the Claims Division of the Office of the Staff Judge Advocate, within 70 calendar days of the delivery. Claims personnel will retain two copies. The third copy will be returned to you, stamped with the date received, for your use when you submit your claim. If you submit a claim against the United States Government for damage and/or loss of your personal property during shipment, and there are items on the claim which you have not previously identified on the DD Form 1840/1840R, or the DD Form 1840R is not received by the claims office with 70 calendar days of delivery, a reduction in the amount payable on your claim may result. If you file a claim within 70 calendar days of delivery, make sure the DD Form 1840/1840R reflects all the missing and/or damaged items. Maybe the Statue of Limitations is Up...? [http://www.hanscom.af.mil/JPPSO/itsymv.htm] If you sustain loss or damage to your personal property, promptly contact the claims office for assistance. You must allow inspection of the property by both the government and the carrier at ether's request. Do not dispose of any damaged items until the damage has been inspected by all authorized parties or you have been instructed to do so by the claims office. You may dispose of mildewed or smoke-damaged items as soon as the claims inspection is completed. For other damages, you may be required to keep the articles until your claim is settled, at which time some items may have to be disposed of through salvage channels. Your claims office can advise you. Your claim against the government must be received by a claims office within two years of the date of delivery. Filing your DD Form 1840/184OR is not the same as filing a claim. Army personnel with multiple deliveries on the same shipment must get their claims in within two years of first delivery. To assure prompt settlement, file claims as soon as possible. Keep in mind that you cannot legally receive double payment for the same damage. Should this happen, you are responsible for returning any overpayment to the government.
